Acceptance of a new civic duty

Challenge: Low collection rates, along with myths and prejudices surrounding waste separation in private households and its impact on the environment

Approach

  • Formation of a temporary industrial alliance across the value chain
  • Analysis of the political context, strategy and selection of instruments
  • Design, coordination and delivery of an interactive educational theatre programme for families on the topic of proper waste sorting. Organisation of all performance venues with the involvement of all member companies. Waste sorting for the whole family outside 20 discount stores in 20 cities across Germany, in collaboration with local waste management advisers
  •  Mobilising regional and national coverage in print, radio and television, as well as sharing content on the member companies’ social media channels
  • Actively and directly correcting myths and errors in the media and on social media
  • Development of a series of educational videos for nurseries and junior universities
  • Information packs sent to the relevant authorities at city and state level, the Federal Ministry and its subordinate agencies

Success: Nationwide roll-out with high levels of political participation and visibility (a reach of more than 8 million in traditional media alone within 14 days)

Visibility for a distortion of competition

Challenge: An annual competitive disadvantage of EUR 60–80 million for metal packaging in Germany’s dual system
Vorgehen.

Approach

  • Development of a white paper based on an expert report to explain the complex context – including images of steel production and the transition to hydrogen, an account of the advantages of steel as a circular product, and the disadvantages arising from unfair pricing in Germany’s dual system: loss of market share for cans as a crisis-resistant packaging format
  • Distribution to federal committees for economic affairs and the environment
  • Direct discussions at specialist level with the responsible federal ministries for the environment and economic affairs, and the State Chancellery
  • Direct consultations with ministers, state secretaries and members of the Bundestag in their constituencies
  • Parliamentary information events in Berlin with members of the Bundestag, rapporteurs, industry experts, academics, and ministerial and administrative officials
  • Media work, including interviews in trade magazines and explanatory videos on YouTube
  • Appearance before the Environment Committee as an expert voice

Success: Widespread awareness of the issue and of the need to eliminate the distortion of competition in one of the forthcoming amendments to the Packaging Implementation Act (VerpackDG).
